With the growth of city of Delhi, the environmental concerns have assumed greater importance. Till yesterday, we were concerned with goods and service to meet the growing demand where as of today we are faced with environmental concern. Different industrial estate, house a large number of small and medium scale industrail units, in 1966., a PIL was filed in Hon'ble Supreme Court of India. against Govt. of India arequisiting interventionof the Hon'ble Spreme Court for controlling industrial polltuon in Delhi. The Hon'ble Court, concerned with the problem of environment, directed Govt. of Delhi to construct combined Effluent Treatment Plants (CETPs) to treat effluent of industrail units located in 28 differnet Industral Estate of Delhi. Delhi Pollution Control Committee entered into an agreement with National Environmental Research Institute (NEERI), to conduct a survey and suggest the measures to be adopted for treating industrial waste. NEERI, in its report suggested establishment of 15 CETPs to cover 21 Industrial Estates of Delhi. On behalf of the Govt. of Delhi, Deptt. of Environment and Delhi pollution Control Committee are responsible to implement the directives of Hon,ble Spreme Court. On submission\request from Govt, of Delhi, which was approved by Hon'ble Supreme Court . Delhi State Industrial Development Corporation was entrusted with the task of construction of these CETPs.
The project report was prepared by NEERI, Nagpur after undertaking field study of effluents, their quantity and flow rate, composition etc. in the industrial estates of Delhi. Reputed consultants were appointed by DSIDC to go into day to day Engg. Problems and to provide / approve appropriate detailed drawings and processes etc. The details of the consultants and projects being handled by them are given below:

CETP Societies
The cost apportionment for individual units was to be decided under a formula prepared by NEERI and approved by the Hon,ble Supreme Court. A CETP Society was to be registered for each industrial estate. These soscieties are responsible for issuing notices and collecting payments from individual units. .  The CETP society is responsible for :
  • Apportionments of the CETP cost.
  • Manner of operation, apportionment and collection of CETP recurring cost.
  • Furnishing of information and returns to the Appropriate Authority.
 

Design of CETP and treatment philosophy at Jhilmil CETP
A typical phsio-chemical treatment route has been adopted which involves the following processes:
Screening + Grit Removal + Flow Equalization + Physio-Chemical Treatment+ Tube Settlers+ Activated carbon Adsorption.
Above schemes have been chalked out in a manner so that treated waste water could be rescued and recycled. The sludge generated will be thickened in a thickener, and direct using rotary vacuum filter. The screenings, grit, and dried sludge is collected, transported and disposed off in an environmentally acceptable manner. The filtrate from rotary vacuum filter and back washing of dual media filter and grannuler activated carbon adsorption system is to be recycled to the equalization basin.

The Jhilmil and Friends Colony CETP
DSIDC has set up a Common Effluent Treatment Plant (CETP) for the Friends Colony and Jhilmil Industrial area . The industrial area have a number of industrial units having manufacturing processes for cables, crystals and wire industries and emit various kinds of liquid waste which comes to the inlet chamber of the CETP through separate sewer lines of Delhi Jal Board. The upcoming service stations discharge oil and grease waste into the waste system. The waste water generated from the industries forms the major source of waste water .The waste water is contaminated with grit particles, oil & grease, metals, acid and other materials. DSIDC has set up a CETP designed and installed specifically for the purpose. The CETP was continuously monitored and visited by a Team of engineersfrom IKS-Envo for the duration 10/08/2005 to 20/08/2005 to inspect the effluent generation, treatment system, collection of sample of raw waste water generated and that of final treated waste water during the period of treatment operation. This report is based on the plant inspection and the results of sample monitoring exercise carried out during the visit along with the detailed discussion we had with the plant personnel on the working methodology for the treatment.
